He has worked primarily in government communications in the environmental, energy and public health field. Frank has worked for the Ontario government with the Ontario Ministry of Environment and Energy. He has also worked in municipal governments with Toronto Public Health and the Region of Peel.

Frank's experience with environmental issues also includes working with the Mushkegowuk Environmenal Research Centre 2010-2011; Ontario Waste Management Corporation 1987-1989 and as the Research of Director, Canadian Environmental Law Association, 1981-1987. After graduating from Ryerson, He worked as the City Hall Reporter, Brandon Sun (Manitoba). Previously Frank and Jane Glassco, working as freelancers, sold an investigative report series on Radioactive Soil in Malvern, Ontario to the Globe and Mail (1980).

Frank has a bachelor of art degree in political science fromYork University and a degree in journalism from Ryerson University in Toronto, Ontario, Canada.
